Providing an opinion on the origin of goods during the application of the purchase discount

According to the Decision No. 495 of the Cabinet of Ministers of the Republic of Azerbaijan dated December 30, 2023, when the proposals submitted in connection with participation in state procurement are evaluated by the procurement commission, 20 percent of the prices offered for the same procurement subject submitted for the procurement subject of local origin and imported in favor of proposals that meet formal requirements discount is applied.

According to the results of the examination conducted based on the application to the Consumer Goods Expertise Center of the legal and natural persons who want to participate in the purchase of the goods, an opinion on the origin of the goods is provided to the customer within 5 working days from the date of registration of the application.

After filling out the sample application and other tables, the customer should print it, copy (scan) the face approved by the signature and seal, and send it by e-mail to [email protected]  along with the documents specified by the Decision or submit it by approaching the administrative building of the Center.

Documents approved by the decision:

• Application form (download here);
• Documents confirming the availability of the production area, technical equipment, and staff for the production of the goods offered by the supplier (download here).
• Documents confirming the purchase of raw materials, semi-finished products, or other materials used in the production of goods;
• If the supplier is not the manufacturer of the goods offered, documents confirming the acquisition of those goods;
• The name of the goods offered by the supplier, the quantity, the code of each goods unit according to the goods nomenclature of foreign economic activity;
• The set of conditions of the purchase for which the supplier wants to submit an offer;
• A copy of the license issued to engage in the production of medicinal products related to the packaging stage of the production process of medicinal products (if medicinal products are available for purchase);
• Information on the total number of local labor force involved in the production of the goods (confirmed).
